On October 10, General Secretary of the CPC Central Committee and President Xi Jinping held talks with Nguyen Phu Trong, General Secretary of the Central Committee of the Communist Party of Vietnam, at the Great Hall of the People in Beijing. The two sides unanimously expressed the need to uphold the "31-character" policy and the spirit of the "four good", consolidate traditional friendship, strengthen strategic communication, enhance political mutual trust, properly manage differences, and promote the comprehensive strategic cooperative partnership between China and Vietnam to a new level in the new era.

Xi Jinping warmly welcomed Nguyen Phu Trong to pay an official visit to China immediately after the 20th National Congress of the Communist Party of China. Xi Jinping said that in recent years, I have maintained close communication with General Secretary Nguyen Phu Trong through various ways and reached many important consensuses on leading the development of China-Vietnam relations, and these consensuses have been fully implemented and achieved remarkable results.

Xi Jinping introduced the main situation of the 20th National Congress of the Communist Party of China, saying that the historic achievements of the cause of the Chinese Party and the country in the new era fully prove that the path of socialism with Chinese characteristics is in line with China's reality, reflects the will of the Chinese people, and adapts to the development requirements of the times, and is not only right and plausible, but also stable and good. On the new great journey, we must strengthen historical self-confidence, enhance historical initiative, take the spirit of the 20th CPC National Congress as guidance, promote the great rejuvenation of the Chinese nation with Chinese-style modernization, unite and struggle for the realization of the second centenary goal, and make new and greater contributions to the noble cause of peace and development of mankind. We are also pleased to see that since the 13th National Congress of the Communist Party of Vietnam, the Communist Party of Vietnam has united and led all the Vietnamese people to continuously make new achievements in the cause of socialist construction and innovation. It is believed that under the leadership of the Central Committee of the Communist Party of Vietnam headed by General Secretary Nguyen Phu Trong, the Party and Government of Vietnam will be able to successfully fulfill the goals and tasks put forward by the 13th National Congress of the Communist Party of Vietnam and lay a solid foundation for the realization of the goal of the centenary of the founding of the Party and the People's Republic of Vietnam.

Xi Jinping stressed that at present, the world's unprecedented changes in a century have accelerated its evolution, and the world has entered a new period of turbulence and change. China, Vietnam and other socialist countries have based themselves on their own realities and conformed to the trend of the times, successfully explored the path of modernization in line with their own national conditions, and socialism has become increasingly vigorous. At the same time, the development of the cause of human progress is a long and tortuous process, and the development of socialist countries is facing a very complex international environment and severe risks and challenges. The Chinese and Vietnamese parties should persist in seeking happiness for the people and progress for mankind, go all out to promote socialist modernization, never let anyone interfere with our pace of progress, and never let any force shake the institutional foundation of our development.

Regarding the further development of China-Vietnam relations, Xi Jinping pointed out that the two sides should adhere to the direction of socialist progress. For the socialist cause and Sino-Vietnamese relations, adhering to the correct political direction is the first priority. The leading collectives of the central committees of the two parties should strengthen communication and exchanges and exchange views on major issues in bilateral relations in a timely manner. The central and local departments of the two parties should implement the high-level consensus of the two sides, strengthen exchanges and mutual learning, and improve the effectiveness of cooperation. Under the new situation, China and Vietnam should strengthen exchanges and mutual learning on experience in governing the party and the country, maintain high-level communication and strategic dialogue between the two militaries, expand the achievements of law enforcement and security cooperation, and properly safeguard the political security and social stability of their respective countries. The two sides should consolidate the socialist economic foundation. China is willing to accelerate the docking of development strategies with Vietnam, promote the interconnection of the two countries, jointly build a stable industrial chain and supply chain system, encourage strong and reputable technology-intensive enterprises to invest in Vietnam, and deepen cooperation between the two countries in the fields of medical and health care, green development, digital economy, and climate change. The two sides should carry forward the traditional friendship. Under the new situation, the two sides should focus on the future and make contributions for a long time, inherit and carry forward the traditional friendship of "comrades and brothers" carefully cultivated by leaders of the older generation, strengthen friendly people-to-people exchanges, enhance the acquaintance, acquaintance and affinity of the younger generation of the two countries, deepen cooperation in the field of news and propaganda, and create a good public opinion atmosphere for bilateral relations.

Xi Jinping stressed that China regards ASEAN as the priority direction of peripheral diplomacy and the key area of high-quality joint construction of the "Belt and Road", attaches importance to Vietnam's status and role in ASEAN, and looks forward to working with Vietnam to accelerate the construction of the "five homelands" of peace, tranquility, prosperity, beauty and friendship, and promote regional economic integration in East Asia. China is willing to work with ASEAN to practice true multilateralism, adhere to open regionalism, jointly promote the development of the regional situation and international order in a peaceful, stable, just and reasonable direction, and actively promote the building of a community with a shared future for mankind.

Nguyen Phu Trong said that I am very grateful to General Secretary Xi Jinping for inviting me to lead the Vietnamese leadership to visit China as the first head-of-state delegation after the 20th National Congress of the Communist Party of China, and I have also fulfilled my commitment to General Secretary Xi Jinping to make China my first visit to the country after my re-election as General Secretary of the Central Committee of the Communist Party of Vietnam. Nguyen Phu Trong said: I fully agree with General Secretary Xi Jinping's important proposal on developing relations between the two parties and two countries. Vietnam highly cherishes and attaches importance to its relations with China, regards the development of friendly cooperation with China as the top priority of its foreign policy, persists in deepening the Vietnam-China comprehensive strategic cooperative partnership in accordance with the "16-character" principle and the spirit of the "Four Good", firmly pursues the one-China policy, resolutely opposes any form of "Taiwan independence" separatist activities, and does not develop any official relations with Taiwan. Vietnam will not allow any country to establish military bases in Vietnam, will not participate in any military alliance, will not use force against any country, and will not unite one country against another. Vietnam is willing to work with China to strengthen mutual understanding and consolidate political mutual trust by maintaining high-level exchanges. After the talks, Xi Jinping and Nguyen Phu Trong witnessed the signing of cooperation documents in the fields of political parties, economy and trade, environmental protection, culture and tourism, justice, customs, and localities.

Before the talks, Xi Jinping held a welcoming ceremony for Nguyen Phu Trong in the North Hall of the Great Hall of the People. Wang Yi, member of the Political Bureau of the CPC Central Committee, state councilor and foreign minister, He Lifeng, member of the Political Bureau of the CPC Central Committee, vice chairman of the National Committee of the Chinese People's Political Consultative Conference, and chairman of the National Development and Reform Commission, attended the relevant activities.

That evening, Xi Jinping held a welcome banquet for Nguyen Phu Trong.
